Let the fermers show you how it's done. http://www.bbc.co.uk/news/business-36963020 to be fair - Dundee lost out because they already have too much culture including the V&A, Discovery, Science centre, new riverfront development in progress etc. They committee tend to award it to the more uncouth areas (Hull currently), so you're right, Perth might actually be in with a shout.
