to be fair - Dundee lost out because they already have too much culture including the V&A, Discovery, Science centre, new riverfront development in progress etc.  They committee tend to award it to the more uncouth areas (Hull currently), so you're right, Perth might actually be in with a shout.

Perth - Used to be Gateway to the Highlands, but so crap it now

 

Perth - Ring Road to the Highlands

Biggest decision on approaching Perth from the south is at Broxden,

Left for Highlands and Inverness or

Right for Oor Wullie City then Aberdeen and the rural madness that surrounds it.

 

But never straight on and into fucking Perth.

When we were beaten by Hull(!!!!!) the judges essentially said that it won because it was an absolute shitehole in need of the investment.

Going by this logic and past precedent, Perth is almost a certainty to win.

Don't forget that Paisley is going for the accolade as well.
