Correct

If its Galatasaray they wont be coming to McDiarmid and we wont be going to Istanbul .

I’m sure Arsenal had to play Benfica in Greece so UEFA Will likely assign a country and stadium with no matches.

Or will award them a 3-0 win.

Alternatively, given UEFA pretty much run the UK govt, they may demand games can take place and clubs are exempt. 

The UEFA document has the 26th of July as the deadline for change requests so they would need to schedule the tie before the UK governments next review.

They wont be bothered about us or Celtic as there will not be lots of sponsors attending the game.

Knowing our luck as well we'll draw Spurs in the conference playoff and still not be allowed to go due to Uefas rule.

Technically they would not have to offer Saints any tickets for the game in London but people would go.
