Yeah it's an emergency measure effectively so putting in place a framework to administrate it as you suggest would be time-consuming and expensive. CT Banding isn't ideal, but it should capture most of those who need it. Obviously there will be anomalies - eg we're in a new build, but it's a Band A so we'll qualify, which feels a bit weird as I'm on a good salary, however my partner is disabled so it'll help in any case. ETA: There are other funds out there which I believe have come ultimately from the SG to help those most in need, eg DFIF and Tenant's Grants.
