Do you think health visitors just chap doors in the hope a baby lives within? Having statutory responsibility ensured that kids who didnt fall into the realms of child protection orders and the like were still advocated for, putting emphasis on the named person to ensure no red flags were present and to ensure they met the girfec criteria.
