Osnabruck seems like it's pretty much in NRW The only Niedersachsen Derby is H96 ~ Eintracht Braunschweig. Wolfsburg, Osnabrück etc. get referred to as a 'Niedersachsen Duell'. Had a ticket for the game in Osnabrück.
