A further law to reduce the size of the magazine was blocked by the courts. But the shooter himself is still at large. ETA the hire van was on Arizona registration plates which is a hell of a drive. Part of it is due to NYC appeal for tourism, they can't afford to have it considered a dangerous place to visit.
