For any other player, including Brazilian legend & World Cup winner Cafu: you can use a printing company. Otherwise, you will need to be very good at sewing, have large-scale commercial printing equipment or capable of painting on a large-scale using flame-retardent materials. There are several UK-based printing companies that specialise in football flags, though the quality and prices vary substantially. It always helps to do your research and be as specific/precise as possible as they are remarkably expensive to buy and have printed. The Lewis Stevenson one above is 24x12ft which apparently costed £480; I've seen cheaper and more expensive prices for that size. The quality of that flag doesn't look great, but it could also be down to the cost and weight of transporting a flag that size.
