HibeeJibee
is the standard in div 1 so different from the prem ? If you look at results in cup-ties and Qualifying League results this season: 27 Premier wins 3 draws 9 First Division wins Some 6 of the 9 wins and 2 of the 3 draws came from the promoted pair of Peebles and Heriot-Watt. Remaining 3 wins and 1 draw all came in the Qualifying League - by Burntisland, Ormiston, Duns and Kelso respectively. So the top end (who are going up in any case) can hold their own; below that less so.

LongTimeLurker
As an outsider looking in, would have thought one division makes more sense if the main prize at stake in future will be the chance of promotion to the LL and that they should try to get rid of all the reserve teams that can potentially complicate that issue by being champions and effectively blocking promotion for everybody else. If the LL isn't seen as being a prize worth striving for, because licensing is not likely to happen, then as suggested above the east region juniors is probably the better way to go for the clubs in and around Edinburgh.
