Blames uncertainty caused by SPL-SFL merger in summer of 2013, "continuing uncertainty generally in the game", and the Rangers crises. Also adds "Hearn was absolutely right to talk about the need to talk the game up and some of us talk the game down more than we should". Yes, although I think some of the thresholds have been changed in terms of what falls under what supermajority. In terms of the most vital issues - e.g. league reconstruction - a measure needs: 11-1 vote of Premiership clubs; 17-5 vote of a combined college of Premiership & Championship clubs; and 32-10 vote of the entire 42 member clubs.
