What actually is an English-only law? If it involves an expenditure then there is not an England-only implication. Some of them might also realise that whilst it might be politically advantageous in the short run, in the long run it provides ammunition to the SNP and independence. It not just being shoe-horned in before the recess is a victory. Yeah, the only way EVEL is workable is if it goes hand in hand with Scottish FFA - i.e. federalism, and even then the imbalances in population would make that ultimately unworkable. The Union was purely a pragmatic invention, designed to succour the islands through England's great imperial phase. It wasn't built with longevity in mind, no real thought given as to how to create and maintain new state - going so far as to declare the former kingdoms extinguishment, while a the same time leaving the structures in place by which those former kingdoms principally defined themselves, the English parliament and it's traditions, pressed into service as the British parliament, the Scottish education, legal and church governances, so that the Scots corporate identity was never wholly absorbed into the larger whole. That inevitably creates pressure on a structure that has no systems to cope with it. All these little asymmetries and ad hoc solutions must inevitably untangle, and the only long term way round it is something very radical by the British state, or the inevitable dissolution of that state.
