I believe the count team will sift through them first before today's ballot boxes arrive after 10pm. They've been opened but they're definitely not counted until after the polls close. Spain Posted September 18, 2014 Share Posted September 18, 2014 Counters and observers aren't required to be onsite until 9:30. My cousin is an observer and has been told to turn by 9:30.
