Will each local authority declare and we'll have a running total as we go or do they all declare to one place who then announce the over all result ? Once verified, the returning officer at the count and his senior in Edinburgh both announce at the same time. After the final result is announced the total is read from Edinburgh. This is the formality. In reality, the TV will be updating instantly with all their electrickery.
