Its not a big deal as in, you have 63 teams leaving a level they are used too and joining a different level of football, as in organization so it takes time getting used to and wee things here and there are forgotten and not just joining the senior league getting used to it, they have realised the U20 is an important part of their future and jumped right in There is no WOS U20 league, as of yet. Everyone is joining the Lowland U20 Development league and after June 15th deadline then confirmation of successful applicants then there will be a meeting attended by all clubs, if possible under government guidelines after lockdown finishes, hopefully and a vote will be cast to see if they all want to regionalise the Lowland development league which I think most are up for it.
