It's for those living here to decide, not ex pats chiming in from afar, like Rev. Stuart Campbell and those of that ilk. When I lived in France , I had the right to vote in UK elections. Ex-pats have been 'chiming in' to UK elections for a long time. The UK government seems to think this ludicrous situation is OK. I don't. ETA FWIW I forsee a 60/40 No vote.
