Andrew's next oldest. He's got 2 weans. That's 5-7. Anne should be next, but because the Royal Family is inherently sexist, Edward's next in line. He's got 2 weans. That's 8-10. So Anne gets dibs on the 11th spot. And her two weans get 12 or 13 ... although they don't get any royal titles etc. No idea why.
