Yes it is. After you represent one country at youth level, the only countries you can switch to are those which you were already eligible for at the time of that original youth cap.

Hasn't Diego Costa played for 2 full international sides?

If he can do that then FIFA will pretty much let you do anything, can't see a youth cap preventing anyone from switching nationality should they be eligible at the time.

we all know there's no chance Gauld is going to switch anyway

The FIFA statutes are here.

On page 65 of the document (p67 of the pdf), rule 8.1 states the following:

If a Player has more than one nationality, or if a Player acquires a new nationality, or if a Player is eligible to play for several representative teams due to nationality, he may, only once, request to change the Association for which he is eligible to play international matches to the Association of another Country of which he holds nationality, subject to the following conditions:

a) He has not played a match (either in full or in part) in an Official Competition at “A” international level for his current Association, and at the time of his first full or partial appearance in an international match in an Official Competition for his current Association, he already had the nationality of the representative team for which he wishes to play.

Gauld has played in an "Official Competition" at youth level for Scotland. Therefore, a switch to Portugal would require that, at the time of his first youth appearance for Scotland, he already held Portuguese nationality.

Diego Costa never played an "Official Match" for Brazil at any level. His only appearances were in friendlies.

It wouldn't make any sense for the second part to refer to "A internationals" - those are already covered by the first part of the rule.

He was not eligible to play for Portugal when he made his Scotland youth debut, therefore the FIFA rule quoted above would prevent him from changing his nationality to Portuguese.

You'll have to outline exactly why you believe he could still be eligible to play for Portugal.

I think he got pretty unlucky in that he picked up an injury and missed a couple of weeks right at the time he was starting to get on the bench for the first team.

Unfortunately there's no League Cup fixtures in the next wee while, which he seems to be a guarantee to start in. But Sporting have a lot of fixtures coming up before the end of the season (League obviously, and they're also still in the Cup, League Cup and Europa League as well) so I'm sure he'll see some more time with the first team.
