Doesn't matter how close the moon gets to the Earth during it's cycle, or where on Earth you view it from, it's apparent size is always about the same as the sun. For a country with a population of one and a half billion the cost of $75 million wouldn't go far in efforts to end poverty, developing technology to launch satellites to monitor weather, flood risks and aid agriculture probably gives more benefit.
