We have a winner.  Well done Curmudgeon - it is Mercury, for pretty much the reason you have given.  

Mercury is closest to Earth for 46% of the time, Venus is second with 36%, then it's Hull City, then Mars.

If I was spending millions on a wee jaunt to space I'd be wanting more than some Tunnock's Teacakes to slow my descent back to earth.

Of course not. Mercury seems the likely answer. Once you factor in its smaller orbit it's probably less far away most of the time if that makes sense.

And because it's zooming around the Sun so fast it's at its closest more frequently.
