Also, most of the report that he didn't contest (thus pleading guilty to) and has now confessed was true, is based on what you call hearsay (it isn't actually hearsay). It was the sheer amount of it. After all, a lot of what was out there was a bit dodgy sounding, things like cyclists having access and knowledge of the unlabelled samples in testing labs, and also bits and pieces. Also, there were claims of multiple tests hushed up etc. All of which were dodgy and were not in that final report it appears (he didn't fail drugs tests like the rumours said). The report that was released on the other hand had properly investigated corroboration rather than lone figures speaking out and making up all kinds of allegations. He's not usually the type to come out and make big statements like that. he has been outspoken about doping since the lance armstrong thing blew up during the AO . he used to do a fair bit of moaning about testing and made some strange comments about odensik being a grass.
