Based on what? He completely flopped at Clyde despite chucking money about, and only got promoted at Kelty by signing a League One squad on a load of cash. Alloa will not have a huge budget and they have next to no players left.

They did get the 500k from the Scottish govt though to tide them by Covid along with the rest of the championship clubs. How that money is policed by the govt i dont know but given its the SPFL then theres probably nothing in the rules to say they cant spend it on playing squad or a rainy day fund.
