Driving a vehicle must be the only qualification permitted high risk activity where you don't have to refresh/ reprove your competence at regular intervals. I'm also not convinced as to how much safer the roads would be. Be thankful you have a “minor” uninsured driver issue (estimated at 1m of 51m drivers). Due to the sheer need to drive (poor mass transit, large distances, car culture), in the U.S. uninsured drivers are more like 28m of nearly 235m. Sounded high to me too, but it’s the number that was provided in a FOI request in 2020….but, reading through it more I suspect it included a number of licenses issues to non-residents, etc. Better number seems in the 35-37m range, but that still excludes some people. The undercurrent of the past few years of trying to label him a racist or whatever else because of his Pogba criticism was really unfair. Up here he was very instrumental in helping reducing the level of racism and bigotry in football from the levels it was at in the 80s. Also heard him speaking very eloquently and introspectively about homophobia a year or two. I think he's a good pundit and will be missed.
