I'm sure a mate of mine donated some unwanted stuff straight to a Scout troop, I'm sure that is possible.

Looked at that but no outdoor camping equipment can be accepted though, according to the FAQ section.

Around six months from now I'll be looking to move out of Dundee and into somewhere nearer Aberdeen - but not Aberdeen itself. 

In my mind, Montrose or Brechin is probably best.

Where would P&B encourage me to go?

Montrose is far superior to Brechin, however, you’ll get a lot more for your money in Brechin.
