a few very simple filters for some different effects just to give you an idea of what can be done: if there's a particular style you're thinking of, let me know...

much cheaper option: get yourself a copy of adobe photoshop (download a copy off a torrent site), load up the picture and - without getting too technical - piss about with the different filters you can apply, they really are fantastic. you can apply all sorts of different styles, change the colours - all sorts i'm assuming you want to pretty much replicate the original image rather than using as just the basis for a re-imagined illustration, mind, as PS can only alter what's already there, not reinterpret it; you can distort, retouch, edit, resize, alter the perspective etc etc - upload the pic, and i'll do a few examples if you like...

i wouldn't worry too much about the colour, to be fair once the ship's wheel, capstan and 40 foot mast are in place, it'll look fantastic regardless...

finally - nine months after moving in here (and following an equally barren year or so at the previous place) the local goldfinch population have realised that there is a sodding great pot of niger seeds out specifically for their delectation and delight, and are regularly stuffing themselves ! coincidence or otherwise, this has followed on smartly from ditching a second, useless 'proper' niger seed feeder and filling up a normal one with the things (and - after previous instances on here - having made sure that there was no plastic sleeve blocking the holes !); i reckon goldfinches have recently developed fatter beaks and are unable to push their pointy faces in to the tiny holes on the 'proper' feeders - they're probably american or something...
