In pessimistic mode, I fear that the sevco XI will be playing in the second tier of Scottish football next season, whether it is SFL 1 or an already drafted SPL 2 prepared by SPL/SFA, connived at by the SFL board and which cuts adrift the present SFL 3

I believe you are misreading the proposal, item ii) will be voted upon, whether or not to give the management board the authority to negotiate a sevco XI into SFL1 in return for a promise to negotiate league reorganisation in the future. It iwill be up to the clubs' representatives to ensure that this is voted down.
