Noticed Tiscali are now offering free line rental with the package that i'm on so i phoned them up to change. The guy from Tiscali told me that i couldn't get the free line rental until BT upgraded my local exchange, is this true?
I could understand if i was looking for faster broadband but it's not so, how come?

They'll only be offering free line rental on their LLU packages, same way that Sky and Talktalk do, for example.
Go to Sam knows and look up your exchange. Look for hte LLU enabled suppliers. If Tiscali isnt one of them then you wont get free line rental. Then switch to an ISP that does
