I hear its Spurs due to a buy out clause in his contract which is £5m.
The credit crunch may affect things though ,thank god the buy out clause was not in euros Edgar's calculator would have lost power.

Even if McGregor could catch a cross, There would still be nae chance of that happening.

McGregor won't move to Arsenal because they've got a better player in Fabianski.
He definetly won't be moving to Spurs because Martin Bain was made aware of Tottenham's interest in Cuellar but amazingly, they didn't have the cash available to buy him.

He isnt good enough.
If Allan McGregor moves to Arsenal, it'll be because he's living in the area so he can be close to West Ham, which is about as good as he'll manage in the Premier League.
Only Artur Boruc in the SPL is good enough to breach a top four club in England.

Will that be the penalty that was put to McGregors bottom left then?

Yes. Is that not his point?
If McGregor can only jump to his left, then Higdon should have put the penalty to his right
.Anyway, even though Wenger is a poor judge of goalies, he's not daft enough to sign McGregor. McGregor simply isn't good enough to play in the Premiership, and certainly not with any of the top clubs.
We will find out how good McGregor is this year with no Cuellar infront of him.
