I think it's very odd that he had two "feeder" clubs in the same division as his main team. In places like Spain, reserve/feeder teams are allowed in the league setup but never in the same division as the parent club, which is the way it should be. They also have to have clearly demarcated squads at the end of each transfer window. Finally, they're no longer allowed to enter the Cups (which is a bit of a shame, but it makes sense.)
Sadly in a far-flung, televisually-unimportant UEFA outpost like Lithuania, the organisation probably won't be that stringent on what the domestic league allows.
Football seems to be becoming murkier all over the world, and this is just another example of it, albeit a small one.
That said, I really wouldn't worry too much about the loan deals. While inter-EU loan deals are extremely easy to start, i still think they're restricted somehow, and all Hearts' signings will be above board. I don't think it's possible to terminate a loan for a week then resume it after a qualifier.
