The conclusion given by OPCW is:

Some sort of Nerve Agent.  Not what kind, where it came from or who administered it. 

UK's position is it was Novichok, it came from Russia and the Russians did it.  

So the OPCW have not backed the UK claims per the report by the UK

The OPCW, which does identify the chemical by its complex formula in a classified report that has not been made public, also notes in its summary that the chemical had an “almost complete absence” of impurities.

As I said before, the OPCW are not allowed under their rules to attribute blame.

Six days ago the Russians said they had sent a team of experts into Douma and had found no evidence of a chemical attack.

Four days later there was a chemical attack, carried out by big boys who ran away.

Yesterday, Britain did it.

 

I think the Russian "experts" are a bit shit.

And incidentally, the OPCW establishes if a chemical agent was used and what it was. The UN Joint Investigative Mechanism (JIM) investigates to find out who carried out the attack. Russia has delegates with both. The JIM investigated last year and found Syria had used sarin against it's own people. The JIM is convened after a suspected chemical attack. Since the sarin attack, Russia has vetoed the re-convening of the JIM four times and it vetoed it again the day after the latest chemical weapons attack in Douma.

 

Russia calls for investigations then vetoes any investigation taking place.

No, it wasn't. It was to attack the airfield the plane that dropped the weapon took off from.
