It's an actually somethiny the SFA have been promoting. Ultimately opens up new funding streams for clubs.

There was a possibility of Dalbeattie being relegated this season, yet they were a pretty decent side in the Lowland League. 

Whilst the majority of teams in the South League are practically the equivalent, in a playing sense, of Amateur level, the likes of Dalbeattie, Threave etc would find a WOSL a better step between the South and the Lowland. 

Could have been unfortunate to be relegated to the South, then to find all the West Juniors jumping ahead of them in the pyramid.

If the WoSFL was to be set up this summer for 2018-19 and Dalbeattie had been relegated, they would have had the same opportunity to apply for the WoSFL. With it being set up from inside the pyramid and Dalbeattie being licenced they would have been a shoe in.

It's looking like any chance of the SJFA controlling the integration to the pyramid process won't happen. So nothing will be done to negatively impact the existing pyramid clubs without their okay.
