This is probably down to the rigid KPIs that the Government enforces upon them. Along similar lines to those that sees surgeons delay long and more complex (as well as sometimes life threatening) operations in favour of simple procedures such as bunion removal. How many paracetamol are being prescribed at a time seeing as your cost is based on an average per prescription and the supermarket cost is based on a fixed quantity?
