Not really fair to the other sides having to play them at Wembley no matter what, but it's not worth the trouble. It's "at least" two games at home Say the group is Scotland, England, Holland, Switzerland as per 96, then Scotland and England would both play at home to both Holland and Switzerland. The Scotland v England game itself would then be at one of the two venues (so one of us would get 3 home games, wonder which ) If either Scotland or England qualified and the other didn't then the one that did plays all 3 at home.
