Well thats the way I always considered it, I never considered Inverness to be east Scotland, would just consider it to be Highland but would consider Elgin and beyond to be on the east. The tide from the north sea (which is what most folk would call east coast) comes right into Perth and it's 20 odd miles from the coast.
