If it didn't have any missiles or nukes we'd give about as much of a toss about the place as we do about, say, Laos. Wee Kim needs to get money in to stop the place collapsing. All he can do is fire off the odd rocket to extort money out of the West and probably China too. He's also probably as paranoid as Stalin was given that he's done in a few relatives in a Stalin style way. And he fears being toppled too (perhaps rationally). If Kim doesn't know it then his generals are probably aware of the fact that the US could reduce the country to a little pile of smoking radioactive ash if it came to it. Which is why it won't come to it. The US would like to get rid of him. But a collapse of North Korea would cause it's own problems in terms of refugees flooding over into China and destabilising it and knackering South Korea's economy. The US couldn't really do an Iraq on him either mainly because 1) Seoul is in uncomfortable distance of North Korea's artillery and would be reduced to rubble and 2) China is too close for comfort. China are happy to keep North Korea as a buffer state as they wouldn't want a potentially US allied reunified Korea on their border. Nor would they particularly want a nuclear war with the US over North Korea as that wouldn't be terribly healthy for them.. nor would it be terribly healthy for the US allies Japan and South Korea- radioactivity is no respecter of borders. So basically there should be some kind of recognition of North Korea by the U.S. and a peace treaty with them (the Korean War didn't end, a ceasefire was only agreed). They should recognise that while the world would be a better place without Kim they might have to live with him, as they did with Stalin after World War 2. It is a bit humiliating to give a fat pile of cash to keep in place a playground bully but the West deals with plenty of unsavoury regimes as it is (Saudi Arabia anyone?), Indeed in the long run it might be healthier for everyone, not just the North Koreans, if the place wasn't such an impoverished shitehole in case the regime ever does collapse. Start a nuclear weapons programme and USA will give you lots of money? The only way to deal with NK is to remove Kim with China's help. The international community should be working to allay China's concerns about removing Kim, rather than wiring money into his bank account.
