Just meant that lone attackers/small groups (who may even be UK born) are difficult to stop if they have no previous links to extremism. These days the attackers just seem to decide to jump in a van or car and run folk down, not much you can do to preemptively stop them if it's not planned. There's a large leap from one of those to the other. There's more going on in these attacks than than a reaction. Walking into a pop concert and blowing up children requires a special type of depravity. To cast it as the linear response to something you don't like is simplistic and insulting to people from the Middle East and Muslims. We also don't know anything about the attacker or their motivations at this point. I think saying "I disagree with British/Western policy" is a bit of a simplistic way of putting it. Another way of putting it could be "I'm tired of seeing innocent women and children getting blown up on our side of the world". If you watch any ISIS propaganda videos they're full of montages of screaming and bloodied or dead children.
