It's been less effective with Dagg and Cruden back there, who have managed it well. Dagg is one of the best in the world under a high ball. The laws are clear though. Tackler has all the responsibility to land the player safely. Players know they can't lift opponents past the horizontal. Refs can't ignore laws even if they want to.
