The trouble with any of these proffered "solutions" is that they never take into account the clubs own motivations.

Hell will freeze over before the bulk of the Juniors join a system whereupon they are forced to accept a more stringent standard of ground criteria when that money could be spent on players (indeed ought to be spent on players is the mindset but that's another matter).

Similarly most of the non-league Seniors & Juniors alike (save for the "wee team" merchants) will not be happy with B teams getting involved - raising in Scotland in particular the ugly spectacle of "franchise football" - but it's only that latter part which will get the Cockwomble & his mates at Bampden to pay the slightest bit of attention & only if there's a prospect of it being of benefit to the two arsecheeks.

The other trouble is the non-leaguers will only tolerate it if they are put down far enough, and the top tier clubs will only tolerate sending B teams to these if they are of sufficient calibre to provide a good test of their mettle.

Which brings us to the likes of Beith muttering "put not your trust in princes" - Scotland's less than glorious history whenever non-league sides have got involved in leagues with the "big kids" second or third string teams. As the East of Scotland league has discovered in more recent times, they cannot be relied on not to abruptly pull the plug & leave leagues seeking replacements, then expecting to be able to swan back in whenever it suits them & the "diddy league" to accommodate them accordingly because of who they are.
