If you're born after a certain date you are eligible, so in theory you can be 22 and playing depending on what date that is. I think that's how it works. So for the 2019 finals you have to be born in 1996 or later (so can be 23 when the competition takes place and still play). Gauld misses out by about 2 weeks.
