One explanation is that tax status is the kind of detail that should have been picked up at committee stage but because the SNP held a majority they were able to push it through without full scrutiny, another explanation is that the opposition parties weren’t interested in constructive cross party scrutiny and instead were devoting their energies to knee jerk SNPBAD contrarianism.

You can take whichever story appeals to your allegiances

Whoever you blame for the lack of effective cooperation it does highlight a weakness in a constitutional arrangement built on the assumption that the electoral system wouldn’t produce a majority party.


It's not a list that the Scottish government could add anything to, so not sure exactly what you mean here? It is literally the UK government playing politics. My reading of s33 is that Police Scotland. Should have been automatically added.

I’d say Stephen Kinnock is very much in his father’s mould.


He paved the way for New Labour and started the long journey to make us a modern electable force again.

The tax implications of Police Scotland were fully known at the time and it was reported to the Justice Committee by Kenny MacAskill  in June 2012

I would be interested to know which of the bodies that s33 applies to would cover Police Scotland (Note the SPA are a separate body) and therefore should have been automatically added?

Quite clearly the UK government have subsequently issued exemptions to other national bodies and the continued discrepancy smacks of punishment to the SNP but it was quite clearly not an issue that prevented the SNP from continuing with the central(belt)isation of these bodies.

The SNP knew about the tax implications before merging the police forces but did it anyway because the savings far outweighed the cost of the tax. Merging the forces was also supported by both Labour and the Tories. Westminster didnt exempt due to politics and now they have exempted due to poltics yet again. So the torie mps can shout look what we did....bla bla. Fooling absolutely no one.
