Lowland Development League

There are still a few there but a couple have moved up to the full team I think, few too old and some have just moved on.  Think a couple have came up from last year's 19's but I could be well off. This all comes from a conversation I had at the game so apologies if incorrect.

5 have moved up to the 1st team some have moved on the oldest player from last season can still play u20s.

South of Scotland teams can enter. They were all sent application forms, but no teams applied. The league allows teams from all 3 leagues to join if they wish. Lowland, EOS and SOS.

That is correct they are allowed to enter but if they did, (allegedly)  a few of the "Edinburgh" clubs based would withdraw due to the increased travelling costs.

was it no part of the criteria that some sort of youth set up had to be in place anyway ?

No.  If a youth system was in place, certain additional criteria had to be met.  However you don't need a youth setup to get the license.
