To me it sounds like a recipe for disaster and difficult for referees to manage. You can be sure managers/coaches/supporters watches will be running faster than the referee's and reintroduction of the binned player will become another, unnecessary source of contention. Might be feasible at higher level with 3/4 officials but a nightmare for the lone referee at grass roots level.

If a player is binned for 10 mins you can be sure when the that when their watch hits 9 mins the coaching staff are shouting for the player to get back on. Then you have to allow for stoppages within the 10 min period. To me it sounds like it would create more problems than it solves.

When I was old enough to legally go to pubs (late 80s) one of our group had a bit of a reputation as a round dodger.
