Well I don't see the relevance tbh. Are you suggesting that any legislation that is passed without cross party support is somehow inferior or less legitimate? If not then by definition the fact that too many legislators are incapable of admitting when a law has failed in meeting it's stated aims does not somehow give it more legitimacy. This really is one of those don't back down, double down situations.

Does it? The "dividend" returned by Lothian buses is a mere fraction of the money they receive for their Bus Services Operating Grant. The reality is that there are very few bus services that pay for themselves and the vast majority of journeys are subsidised so Lothian returning money back to the councils would suggest that they are being over subsidised rather than making a profit through genuine revenue.
