I don't think he is - Volvos have their lights on all the time, and I don't think the brake lights are on on that car - the brake light across the top isn't on.

Camera was sitting on my passenger seat as i was going ot a job.

If you have a reg like that you obviously expect people to take pictures of you while you drive.
