Key thing for me is that you can get your stake back when the handicap is drawn. I believe bookmakers have to run their books at less of a margin as well, although I'm not sure of the details.
So betting on Celtic +0, +0.5 at 1.8 would be the equivalent of
half your stake on Celtic +0, so
Celtic win, paid out.
Celtic draw, handicap draw, so 1/2 stake returned
Milan win, I would lose
the other half of my stake will be betting on Celtic +0.5, so
Celtic win, paid out
Celtic draw, with handicap (+0.5 goal) means Celtic win, paid out
Milan win, I lose
