If Vale and Cove had got licensed in time there'd have been just 3 slots for clubs coming through the preliminaries, so with 13 clubs they'd have needed a single Extra Preliminary Tie in late July before PR1?!?! Beyond those 2 clubs there are 8 other unlicensed SFA members... 3 in the EOS League, 3 in the SOS League, Golspie, plus Girvan... and most or all are known to be working towards their licenses in advance of it becoming compulsory. Some new clubs are also on the same pathway, e.g. Duns, and helpfully 2 qualified slots went unclaimed (Junior Cup and SOS League). Minor changes further up the competition - e.g. not giving 4 Championship clubs byes into R4, or not giving 4 HL/LL clubs byes into R2 - would have a multiplying effect, generating lots of extra slots in R1. It's not a big concession anyway given that there are already several byes in PR1, and they'll have to win 2 rounds just to reach the competition proper and 3 to reach an SPFL team.
