Article in today's Scotsman says the SFA have struck a deal with Qatar that should be of mutual benefit to both countries:

THE Scottish Football Association has agreed a partnership with World Cup 2022 hosts Qatar after a visit to the Gulf nation.

A three-man SFA delegation of chief executive Stewart Regan, president Campbell Ogilvie and vice-president Rod Petrie visited the oil-rich state last week on a fact-finding visit. They viewed their facilities, including their Aspire Academy for Sports Excellence and the Aspetar Sports Medicine Hospital, with a Scotland Under-15 squad also playing in a tournament in Doha. And the Qatari FA has revealed they have now established close links with the SFA.

Vice-president Saud Abdulaziz Al Mohannadi said: “We had excellent discussions with the Scottish FA delegation and we have many areas of common interest. “We agreed to strengthen areas of cooperation that will contribute to benefit the relations between our football associations [and] improve the football system in both Qatar and Scotland.”

Ogilvie insisted the SFA were happy to help to try and improve Qatari football, ahead of their controversial hosting of the World Cup next decade. He said: “Doha has become one of the most important sports cities in the global arena. Qatari football is progressing and we hope to work together in the future.”

Anything in the other papers etc. about what this will mean tangibly?

Are they going to invest money over here; what are we giving them; etc.

Qatar's idea to improve football there is to persuade more players to change nationality and become Qataris. Can't see there being too many uncapped Scots that they'd like to hoover up.

Deffo worth them consulting Dryhorse though, think his shout McTumbo or whatever his name was could be open to switching if we don't cap him soon.

Are they? Qatar is one of the hardest places to gain full citizinship, especially if you're not a Muslim. Even being born there doesn't entitle you to citizinship if your parents are not from Qatar.

Qatar has naturalized people to represent them in various sports. Their Handball team finished 2nd in the World Championship this year with a few imports. The squad at the recent Asian Cup in Australia had a goalkeeper from Senegal and an Egyptian plus possibly a few more new Qataris. They have also naturalized a few athletes in the past.

ETA: they have naturalized a few non-Muslims when it suits them. One of the most capped footballers was from Uruguay.

I agree, there's far better places that Qatar could be taking advice from than the SFA.
