Is there any particular reason why the Scottish government is imposing austerity on Scotland even though this money is there to be spent?

Maybe it could have got rid of food banks and eradicated poverty and whatever other drivel our clown collective whine about regularly in here.

Any of them want to defend their heroes here?

FFS, it is obviously them getting back the deposit from the referendum party that they had to cancel. I am sure they will manage to spend it this year....

They've been clawing back money from various public bodies since October. Not sure why. I assumed it was due to an overspend in the NHS.

Re the report on last financial year, what percentage of the total budget is £450 million?

I would imagine that the various public bodies hold money back as contingency as they are knackered if they overspend.

It used to be if you didn't spend your budget, you got it cut the following year, hence the mad spending spree that used to occur every February/March before the end of the financial year, usually painting and providing carpets, that sort of thing.

No sure of Mr Bairns point with the link. The English and Welsh also rejected the drug not be given routinely due to cost. Can't buy every drug at the cost the pharmaceutical companies ask. Obviously if there is no purpose for the underspent money then it would be good to go on research or drugs etc. May be better to go to diseases that get less money such as bowel cancer etc.

Homecoming 2009 had fractionally under a 1:10 return on investment, way above the initial target set. "Gimmick" indeed.

I'll bet the 2014 figures also reveal a spectacular success. Whether it's this, the significantly underbudget Forth Crossing and Commonwealth Games etc, it's just a refreshing change from the old days to have a Scottish Government that actually run things competently.

That's why the people of Scotland choose the SNP to run our Government over any of the Branch Offices. They're just better.

Yes, gone are the days of wee Jack McConnell sending over £1b back to Westminster, yes that's right over £1b!

The Scottish Gov cannot over spend on their budget by Law.

They also have to take into account any emergency funding, so they can't use ALL the funds up.

Maybe the answer is we raise ALL our own funds? Oh, that's right you voted against that! <_<

I don't really blame any government of the day for underspending. They have to stick within a budget so an underspend of £450m from a budget of approx. £30 billion is fairly good, given the wide variety of bodies the government are relying on to balance the books, a 1.5% underspend is reasonable enough. The procurement system that the government bodies have to conform too also make it difficult to get large amounts of money spent late in the financial year.
