Maybe it could have got rid of food banks and eradicated poverty and whatever other drivel our clown collective whine about regularly in here. Any of them want to defend their heroes here? FFS, it is obviously them getting back the deposit from the referendum party that they had to cancel. I am sure they will manage to spend it this year.... They've been clawing back money from various public bodies since October. Not sure why. I assumed it was due to an overspend in the NHS.Re the report on last financial year, what percentage of the total budget is £450 million? Can't buy every drug at the cost the pharmaceutical companies ask. I'll bet the 2014 figures also reveal a spectacular success. Whether it's this, the significantly underbudget Forth Crossing and Commonwealth Games etc, it's just a refreshing change from the old days to have a Scottish Government that actually run things competently. Maybe the answer is we raise ALL our own funds? Oh, that's right you voted against that! I don't really blame any government of the day for underspending. They have to stick within a budget so an underspend of £450m from a budget of approx. £30 billion is fairly good, given the wide variety of bodies the government are relying on to balance the books, a 1.5% underspend is reasonable enough. The procurement system that the government bodies have to conform too also make it difficult to get large amounts of money spent late in the financial year.
