Trouble is, England will steamroller their way through qualification as per usual, then go out in the group stages/first knock out round. It's the circle of football life.

Yup.

They've dropped this low because of their relatively poor World Cup showing, whereas usually they get to at least the first knockout round. They are very, very likely to rise back up during the run-up to Euro 2016, where they'll probably reach the knockout stages, and stabilise. The only chance we have of overtaking them is if they slip up in more than one of their qualifiers, and we beat them in November. Even if that did happen, I'd wager they'd still be ahead come 2016.

It shouldn't really matter where we are in relation to rivals. It matters where we are come the qualifying draw for the World Cup. Apart from that, they matter very little.
