Replays are only in force for Scottish Cup matches up to the semi final. It has indeed been two legs in the past. It's also had mini-league sections. If the guy really meant 'Are there replays?' rather than 'Are the ties played over two legs?' as like you, I think he did, then that's unforgivable sloppiness. The two are totally different things.
