Although it doesnt have the links like the two you've linked. Ive considered using one like that for the news menu but we struggle to get decent images to use for each news item. There are some other jquery ones about too. The twitter bootstrap framework has one built in as well Kind of depends on your level/area of knowledge as to what to go for, although jquery is probably the easiest You dont create them, as such.
